Jeff is a HUGE annoyance, true. It appears that he's not, as of yet, a major danger to the Travelers (or the mission). The Director doesn't overwrite people unless they're about to die OR, it seems, unless they are Faction because the Faction has already killed the original hosts and are a direct threat to the mission.

He chose not to change and since he was historically going to die AND he was spreading half-truths about the Travelers, they simply took advantage of his imminent death to correct his misinformation that was jeopardizing the mission.

Yes if Travelers never arrived in the 21st they would never get exposed, which means sosa wouldn't be accused of being a traveler and his wife wouldn't die. But while some might see it as it's the travelers fault I don't. And they've done a lot of good
