The reason Bulshar got involved was because in the bar scene, Kate says that Jolene owed him a debt, she owed him fealty and he was going to collect. So he wasn't protecting Waverly so much as collecting what he was owed. I'm not a fan of Waverly being part angel BECAUSE there were so many signs. I don't like that there was basically a blinking neon sign saying "Waverly's an angel." I'm hoping there's still going to be a "yeah she's part angel, BUT...." This show has rarely been predictable and the angel thing was just off brand. There was always a third cop, Lonnie, but he got eaten in episode 3x1 so they probably replaced him. The ring does give powers, like when Mercedes put it on in the s2 ending, it gave her more powers which is weird it didn't do anything for Doc.
