They filmed these two episodes with Grant Gustin as Barry Allen and on the strength of his performance in them, the network agreed to greenlight a Flash TV show, even before it aired. I'd heard this and was so psyched to finally see the introduction of Barry into the Arrowverse, which it wasn't "verse" at this time.

2018-09-01 05:59:13 +0000 UTCIn my opinion, The Flash is the best show in the arrowverse, it can be dark like Arrow and Light like Supergirl. Since you already saw the latest crossover and obviously know who Barry ends up with, we can definitely say that him and Felicity didn’t work out, for the better IMO. But Barry is a gem, I love him, and I love his and Oliver’s development as friends. Barry didn’t get introduced into the world until this episode, so no he’s not the flash yet. The Flash starts when s3 of Arrow begins
