About Laurel and mandatory rehab, that, I think, depends on what charges were put against her. If no one presses charges, she might be just free to go home and since the drugs were from her father, he wasn't going to press charges against her. Blood's goal was to discredit her and get her outta the picture, which is what he did and she lost her job on top of no one believing her story, which now she doesn't even believe.
