The Flash has had some of the most memorable rogues gallery (probably next to Batman) and Captain Cold is probably the most famous Rogue. He tends to be the leader when they work together. The writers (and readers of the comics) described the Rogues as Flash's recurring villains YET they don't HATE the Flash. He's more of a nuisance to them 'cause they are professional criminals/thieves. They don't tend to want to kill him, usually, they just want to stop him from getting in the way of them stealing as much stuff (and becoming as rich) as possible. At different times in the comics history, the Flash has worked with various Rogues for the greater good 'cause they may be callous, but mostly are not out and out evil. They have a code, especially Captain Cold, which you saw a bit here where he said not to kill guards and cops unless it's completely necessary. It's more trouble than it's worth. They just wanna steal, get rich, and live well.
