I don't agree that maeve is responsible at all. Like you said, she can't fly - she can't save anyone on her own. And I can't blame her for not "standing up" to homelander earlier, and say that's why this happened. Literally no one can stand up to him, cus he's terrifying and will murder anyone who annoys him.
