I think Rosa said that all for several reasons: 1 - she only knows half the story .. she doesn't know that this made Max become a cop, that this is why he resurrected her, all the things he did after bc he regretted that one thing sm 2 - Rosa is anxious bc of her addiction and needed an outlet for her frustrations and Liz is the only outlet she got .. doesn't mean she meant all of this .. 3 - Rosa knows that Max doesn't want Liz to resurrect him, so maybe she wanted to give Liz reasons not to 4 - she still suffers from survivor's guilt bc Max is dead for bringing her back and maybe painting a bad picture of him helps her with that
