In this situation I think it's about the principle, Jordans life was in danger and Spencer helped him put it in more danger. It would be very similar to if Spencer kept Olivia's secret alcohol addiction a few episodes earlier. He would be enabling something that isn't healthy, and he was actually doing that for Jordan. Should Jordan hold the most blame? Yes. And does the fact that Billy is holding Spencer more accountable say something about his relationship with Spencer in comparison to his relationship with Jordan? Yes But the principle is still that Spencer knew about Jordan jeopardizing his health and didn't say anything, in fact, he helped him, so it makes sense that Billy would be pissed, especially as he just found out

yeah but at the same time billy has to hold jordan responsible for his own actions too, it’s not fair for spencer to take 100% of the blame. i mean jordan didn’t even feel remorse about it whereas spencer has done nothing but apologize. i feel like liv’s drinking isn’t comparable in this situation because most of the time addicts can’t control their addiction without professional help so it’s different.
