Remember that in Bram Stoker's Dracula, vampires can walk during the day, but since it's not their natural time, their powers are diminished. So our author may be drawing from that mythos. Remember that in this mythos, most things about werewolves are crap, outside of a werewolf bite creating another werewolf.

They can't be classical vampires since Duran encountered the lady during the day time. And I believe she was buying food as well? I'm going with the theory they're either aliens, robots, or--the oddball theory they're also were-critters but are doing something to suppress their urges like taking were-ritalin or some crap which explains their reserved and unnerving behaviors.
