A whole load of the first Dawn of Fire novel, Avenging Son, follows ordinary Administratum workers on Terra, and their lives are utterly bleak. I think the first Shira Calpurnia novel, Enforcer, is another really good one for showing people working in the Imperium away from the warzones.
