I've never seen the Emperor-as-a-god idea as that complicated. The Chaos Gods want and need worshipers to maintain/add to their power. The same process works for the Emperor. Wasn't this more or less explicitly defined in the old Realms of Chaos books? I read them 30+ years ago so I don't recall exactly. If we put aside our Imperial Exceptionalism then the Sisters of Battle and the Ecclesiarchy are simply 'chaos' cultists who worship the Emperor as their god, and in return they can reap magical boons from the Emperor. As an aside, I would define the Emperor as some form of demigod. He exists on a spectrum somewhere less than a proper chaos god, yet more than say Be'Lakor. This doesn't come up in 40K very much, but it seems reasonable to assume that the chaos gods exist and can influence the whole universe, where as the godling Emperor's influenced is limited to only our galaxy. Furthermore, in the Eisenhorn and the Horus Heresy novels we have seen aliens who worship the chaos gods, the same is not true for the Emperor.
