Essentially his unit started transforming from a spy agency to one that became more enthusiastic over assassinations etc. They wanted to go head to head with HCLI, he granted their request and at the same time stepped out from it because he knew the outcome would lead to the SR unit's demise. He wasn't a fan of the transition and found their bloodlust as something he could use to step away and live his good life.
