In the world of Re:Zero people refer to one person when they say Witch and that is Satella and most people don't know that the other Witches existed . And its the same with the "Witches Cult" they are called that because they worship the Witch (Satella) and Betelgeuse talks about using Emilia as a vassal to put the Witch in to and talks abut how he loves the Witch.
