*insert comment clarifying information that we, anime only watchers, are looking at objectively because it's HIGHLY DOUBTFUL that either side's stories are 100% truth, and get on our case for not trusting everything Willy says like a moron. Sure, there's some truth in his words, no doubt, but it's also mixed within propaganda to rally the nations & save the world from Eren & The Colossal Titans* Also yeah, the "millions of Colossal Titans" is the truth, at least, since it was shown/confirmed they make up the endless miles of walls (except the gates) back in like S2's beginning, and some of S3 with the Founding Titan revelations. So that threat does exist, just not until they're exposed to light again (or commanded by the Founding Titan to move once again). I will say, though, maybe it's not "tens of millions" of Colossal Titans, but even just a couple thousand, hundreds of thousands, or even a million since the walls do cover an absurd amount of land... either way, we saw how much death & destruction one Colossal Titan can cause... it makes sense why have anymore than a handful would serve as a significant threat! Lol

Looks like Eren's tempered the blazing fire of anger within himself and mastered the art of the "silent burn, silent threat" that makes you 1000% more intimidating/terrifying than a screaming, bloodthirsty man! Never know when/if they'll do something, the anticipation/fear of it is enough to give people heart attacks and act as great mental warfare! Lol

So fun fact, in case no one's mentioned this yet, "Declaration of War," the title of this episode was trending worldwide on Twitter after this aired Sunday, which caused a decent amount of panic from non-anime watchers / non-fans of AOT because, with how 2020 & 2021 have been, people were understandably fearful of something like a major war beginning. Lol

My goodness, I love how realistic this is in the sense War isn't black and white like almost every movie or show you see will betray it. There are exceptions but few and far inbetween. I really want more answers though on what the titans even are, we got some history but that is bothering me a lot. I guess it might just be a fact of this world where they exist like another animal.
