Yes, but not to the extent that psychopaths are. There are markers, but those markers develop through poor environment as you stated. A psychopath doesn't need a poor environment to activate those traits where as a sociopath needs the stimuli to trigger those traits. Of course, it's more complex than I care to put into words here. Lol.
