It’s hinted that Animated Swindle was originally an Autobot considering his smaller stature more fitting with the Autobots and he does not anything that would allow him to fly since the Decepticons in this show are primarily the cybertronian that can fly

He was originally a member the Combaticons, a Combiner Team, but his personality as a sleazy Con artist made him stand out amongst his peers and he's been reused multiple times across various continuities as a solo act. Same thing happened to Breakdown. Also, Swindle's VA is Fred Willard, and like you said he's been in a lot of stuff, including animation. He's been on the Simpsons, King of the Hill, Hey Arnold, Dexter's Laboratory, Kim Possible, and most notably, he was the Boogie Man in The Grim Adventures of Billy and Mandy. The guy's an old pro.
