Not really. They think they’ve gotten stronger. Like Kyoya and Ryuga said they think they’ve gotten stronger. Yes the arraignment gives them extra power but it’s finite. While real bladers like gingka and Kyoya can break their limits because a beys power is unlimited. Plus what data could they get that would make Damien stronger. Nothing. Gingka and Kyoya are still equals. And gingka has always had the stronger bladers spirit.

So during finals, Gingka is actually stronger than Kyoya. Kyoya winning against Damian is either PIS or they shouldn't say that Damian underwent another arrangement. Because if he didn't, his power would still be the same as during finals. And then Kyoya's winning would make much more sense. So it's either: 1. no additional arrangements, or 2. Damian should've won.

Logically Damian should've won this fight, but if writers let Kyoya loose, it would make him look weaker than Gingka. So in order to keep them at the top, Damian must've lost. I just doesn't like this "Worf Effect" which made Damian from absolute menace into loosing every single fight. They could let him win at least of the fights between Gingka or Kyoya
