King Horik did not lie to jarl Borg - he was going to free him, but he changed his mind when Lagertha showed up and joined their alliance. He figured that it would be too risky to betray Ragnar like that when he already found a loyal ally. In addition his main goal is to get revenge on king Eckbert and with Lagertha's army they can do that. He knew there was no point trying to convince Lagertha to betray Ragnar so he abandoned his original plan.
