Alexander was born in Germany, but it's not a German accent in TLK. They made it up to show there's a difference between him and the regular Saxons. Alexander spent some time in Switzerland as a child. He used the swiss accent and the singsong tone that comes with it from S1 E2 and it "grew" stronger over the years. Alexander has an American accent in real life, because he's been living in the US for quite sometime now. He partly grew up in the U.S., too.
