If you look back, the patch Levi gave him was actually Petra's and not Ivan's. You can see him take it from her body. Levi has a cold stare but he isn't heartless, just callused, and chose to comfort the soldier with that small gesture. Even if it was a lie. Levi knew it'd mean more to him.

You see Levi earlier in front of one of the bodies with blonde hair doing something. Then later you see Petra's body being thrown off the carriage, and Levi looking really sad in that moment. That and Ivan's body was never recovered so that emblem couldn't have been his. "Nah, I'd leave you bitch" So savage Imon xD
