Zahher is obviously a threat--just like Azula, who could take on the Avatar without her powers during the eclipse. He obviously has studied the air culture thoroughly, including their most prolific yogis. It stands to reason the airbending martial arts style was already the technique he used without power. Once he realized he could airbend, Zaheer could enhance everything he had studied and practiced for years. That is why he seems so naturally gifted.

2021-02-19 11:37:46 +0000 UTCAlso, Harmonic Convergence helped bring "balance" to the world. Because of the 100 year war/genocide, there was (obviously) a huge lack of airbenders. So, to restore balance, Harmonic Convergence kinda said....here lets level out the playing field lol (as for how is Zaheer so good, I don't think it's much of a spoiler since it's kinda just inferred mostly, as Imon said, he's the worst person to get airbending. Airbending-otaku villain who didn't have it prior.)
