Yeah they do use “sire” interchangeably in those two ways. One is referring to the Originals (Klaus, Elijah, Rebecca) vampire bloodline that made someone a vampire, since if the Original dies, their bloodline dies. The other way is the sense of loyalty you feel to the person that made you a vampire and showed you how to live like a vampire. They also say in rare cases with vampires you can have a “sire bond” and be so devoted to them you do whatever they ask (like season 4 with Damon and Elena or like all the hybrids with Klaus).

Though it can get very sloppy with disrespectful tourists. Plenty of fantastic experiences to be had though. Highly recommend a visit.
