Color choice makes sense as far as what they wanted to portray in the movie, in my opinion. The color slowly faded since Voldemort returned in The Goblet of Fire. Order of the Phoenix had a very cold palette, besides the pop of contrasting pink from Umbridge (hiding the ugliness beneath a pretty color in a sense). To me it represents what Hagrid said "A storm's coming, just like last time", and also what Sirius said, "It feels like it did before". As far as the movie sequence goes, the color palette is showing you--the storm has ARRIVED, even for the muggle world. No one is safe!
