Rohan is definitely an interesting character. He's a fan favorite of many including Araki, himself. You'll be seeing more of him throughout part 4. Very cool that you accidentally stumbled across his own manga spinoff by total accident. His introduction is actually pretty funny because it goes in ties to the type of manga that Rohan is supposedly known for which is horror when in reality, he's just very outlandish with his methods of researching material for his own Manga. The horror trend with Rohan carries on to his own OVA. Which I'm sure you know what OVA stands for at this point.
