The masks purpose is to simply hide their identity when doing "ghoul business". It's what's letting them still live among humans and not be recognized as ghouls. Like Touka, who goes to school. Touka says (in ep.3); "You don't want them to catch even a glimpse of your face" I'm happy having someone to watch this series with btw
