At the poll's closure, the votes looked like this.
Neopolitan = 2 votes

This would have decreed Jack's vote, if not for Madonna's Choice Bonus, which brings Neon's total votes up to 10! When asked to justify her choice, miss Arc had this to say!

Well, that's because he's not exactly comfortable with the idea of the new 750$ Goal, aka: after 750$ dollars, rule63 versions of male characters will become available to be nominated for Madonna's stories.
I wanted to implement this the same day the anthology dropped but I thought about waiting a little and collate it with the results of the first votation. We're almost there, anyway. Thanks for increasing every month, guys! Brings a tear to my eye :3 -and loods to your screens-.
