It is the dawn of modern era, and the independence and self-rule of their peoples are at stake by the foreign imperialist powers....

IIRC, none of the European powers ever tried claiming any island close enough to Japan to be, well, this island, but Japan was expanding rapidly in exactly that area at the time. (For example, they took control of Korea about this time.)
