If you've played and finished JPDE Sonata of Fire, you may know that Peak is now prime real estate and the entire Hunter chapter of Vale and Beacon needed to relocate. But, here's the thing: democracies need time to develop, also people.
So, what happens when you don't have the structure and manpower to build a fully democratic institution? You centralize power a tad in the hands of someone capable and who most people trust...
Thus: meet Glynda Goodwitch, first duchess of the city state of Peak.
As for why her clothes changed so much? That's a story for another time.
