The mom called the Nogitsune in 1945. Then she locked it in the Nemeton. When Derek killed Page it's power was restored. Then the Oni took it out of the Yakusa guy. Then they gave it power again when they sacrificed themselves for their parents.

In general many characters contradict themselves and sometimes their decisions do not make the most sense. Also I think there are different nogistiunes but I dont think we are ever told that we just have to infer i guess π
