He's a good solider, but he thinks in black and white(morally) so he's only decent enough to a point, and is corruptible. He's basically like a cop. He'll save innocent lives but when it gets more complicated than that, he's not to be trusted. Power goes to his head. Steve was never corruptible, and Sam seems to be on his way to never being corruptible too, or maybe he is already there by the end of this show.
