Install it with Fluffy Mod Manager.
Set the hair strands to off in the graphics settings, otherwise Leon's hair will show up.

2023-04-11 20:59:53 +0000 UTCI was at the beginning of chapter 7 aka castle scene with the catapults EDIT: it was most noticeable when using the TMP, CS, or normal wepaons. Sniper didn't stutter so much though
