While Fluff-Kevlar hasn't included much of Radoslav's story in his comics, by his reckoning, the Emperor is a reactive-type power bottom sexually, who likes to see his partner's reactions as they pleasure him, or as they allow him to give them pleasure.
In a pinup setting, I'd imagine Radoslav to be a real tease, not quite showing what you want but hinting at it with a sly smile. He knows you're probably nervous due to his official position, but he wants you to know that he doesn't mind trying a few positions with you ;)!
In option A, the setting would most likely be the royal bedchambers. Maybe he invited you to retire with him for the evening after an official gala or dinner?
For option B, he'd be lounging on his throne. Prepare for some "aggressive" negotiations!
