It's also the first time Luffy encounters another rising rookie right as he is really making a name for himself, so his character and ability is a way to show what someone given similar power to Luffy but with a different personality and mindset would end up like.

Bounties are not the end all be all of who is stronger, just a general idea of how much of a threat they are. No reason someone with a lower bounty can't beat someone higher, etc, especially when there are devil fruits advantages and disadvantages. Bounties carry a ton of weight in towns like this though
