There is only 1 fleet admiral, then below that are 3 admirals and then below are a bunch of vice admirals. Fleet admiral and the 3 admirals are the real deal. Vice admirals are also a powerhouse but not admiral level monster.

The World Government was the "enemy" of the Ancient Kingdom. So it can be implied that the Ancient Kingdom were the good guys who were defeated by the Government, the Bad Guys. I dont want to spoil too much but you will learn more as this is One of the most important part of the Overall story

Just a quick recap on the navy ranks^^ In current time there is one FLEET Admiral (Sengoku) who in the flashback was an admiral. Then in current time there are 3 Admirals, one of them Aokiji (Codename: Kuzan). Aokiji in the flashback was a viceadmiral which is a position right under admiral. A Bustercall is authorized by a Admiral, and executed by 5 VICE Admirals + 10 battleships.

Clover basically hypothesized that the world government was the enemy to the ancient kingdom since the ancient kingdom went to great lengths to ensure that their story would be told through the ponyglyphs. It's crazy how Oda instead of making luffys adventure to be main plot, he involved a lot effort to create lots of layers to his story. It's just a beginning of his world. The best world i could imagine. Story and world wise Oda is number1.
