Chopper usually being in his hybrid form is more convenient for him, since he can more easily do his doctor work (compared to his reindeer form). Also him being small might be more of a design thing (being cute). Remember that Oda likes being creative in his drawings and character designs, so a design does not have to be limited or bounded to strict physical rules.

The rules are the same. The normal, or original form is just what you are before the fruit (for chopper it is his reindeer or walk form). A zoan fruit power is a spesific creature transformation, making you able to transform into this creature, and by being two creatures you can also transform halfway, which is the hybrid. Chopper has more forms because he do dem drugs.

Chopper is a Zoan Fruit user and they have 3 forms. Animal form, Hybrid form and Regular. Choppers regular form is him as a reindeer because that’s what he was born as. His Animal form is his human form with all the muscles (his fruit is the Human Human Fruit) and his hybrid form is the short form we usually see him in.

Zoan Devil Fruit Users have three forms that they can use, Human Form, Animal Form and Hybrid Form. The small version of Chopper that he mostly uses is his Hybrid form. Another example of this you guys see right now is Kaku. The current form Kaku is using is his Hybrid form and he is on two legs as well, he had accidentally switched to his animal form a few episodes ago and thats what cause the ground to collapse and put him and Zoro in the same room as Jabra and Sogeking.
