2020-05-28 15:58:21 +0000 UTCI believe that is correct. At the end when the monsters by the swamp/fog are saying that the city is dangerous for humans AND monsters, and then they show the caption "The Terrifying City" , they are eluding to the fact that Saitama is ultimately the reason for this.

It's just implied that Saitama bombed the written part and they were weighed equally so he ended up in C. Atleast thats what I got from that episode.
