I thought the same thing when I first saw 2nd and 3rd gear. 2nd gear should have been 3rd gear, because 3rd gear doesnt look strong and like a base form attack. But whether we like it or not, gear 3rd is stronger than gear 2 but slow, and gear 2 is luffy’s speed mode at this point of the series. But don’t worry, you’re not even halfway done yet, there are more to expect from luffy, I mean it is a shonen anime so stronger forms are necessary.

that part on 15:20 where usopp is is not the boat but the docking port bridge. it was a strange transition and I guess that's what may have thrown u guys off. those stairs are connected between the docs and the ennies lobby bridge.
