They never eluded to Dragon's strength. They only said that he's the most wanted man in the world - which makes sense because he's leading the revolutionary army that is directly opposing the World Government. In theory he doesn't even have to be the strongest member of the Revolutionary Army (just like Sengoku isn't the strongest Marine). So how do you come to the conclusion that he would be arguably the strongest (or second/third) in the entire world. Dragon never made a name forhimself by having duels with strong people. It was even explicitly said that the Government can't get a hold of him at all. So it's not like "he's too strong to be defeated". It's more like he's too careful to get caught. Obviously neither me nor anyone would expect him to be weak. But it also wouldn't be a surprise if he was weaker than the Yonko for example which would make him fifth strongest at best. But then there are also guys like Akainu so...who knows.

You will know the difference between Shanks and Mihawk’s level soon. Also they sort of elude to it, but Luffy’s dad is one of the top 2 or 3 strongest men in the world if not the strongest. We just never see what makes him dangerous enough he can take apart the government with his own independent operation.

Emperors in japanes -Yonko, remember that. Often in subs they say Yonko which mean like "Big 4". About Mihawk, bro, we already see that he don't give a fuck about this world. He traveling OP world in tiny boat. All yonko have crazy fleet and big number of allies. Mihawk just not interested in controling the second part of the grand line.

I don't know if you guys caught this but they said a few times that Vice Admiral Garp is the Marine that "cornered Gol D Roger multiple times, Garp the Hero". So yeah on the one hand its crazy the Marines/Gov trust him so much with his family being who they are but on the other hand it seems that Garp is an OG and has been doing big things from day one. I also don't know if you caught this but Robin said Dragon was considered the most "heinous criminal in the world" atm. The translation I had when I watched said "World's Most Wanted Man" . TON of info, Emperors, Family, Coby, you know now the Beginning of why we call him God-Oda....You finally made it, enjoy, the "real" One Piece truly starts at Water7...

Whenever they show silhouettes of the other two Emperors just know that's not their actual design. So dont take too much from it when they show their silhouettes.
