facts mihawk is on another level, I think people lowball him just because hes called a warlord but wardlords don't have a fixed strength or just because he doesn't actively oppose the world government people assume he may be scared of them lmao. I'd easily put him on or close to emperor level. Doffy is definitely second place imo.
