They have a sound that's kinda in between, and I have read (from Duolingo) that the sound is prenounced as a light D (like the d in "ready", "wedding" or "buddy"). So when something with "R" or "L" is in japanese, try pronouncing the R with the light D sound in mind. Usually, this sound is signified as R when translated to english or romaji, which is probably why you might see Lougetown and Luffy spelled as Rougetown and Ruffy (and Zoro as Zolo). Either way, the R and L are pronounced the same in japanese, so it is technically not wrong to swap the R and L in spelling.

Japanese people have a hard time distinguish between R and L I love how Oda changing up R and L in some names. Oda is messing so hard with us sometimes. Even if you're the best theory crafter in the world, there is always something you don't pick up. And yes, sometimes it is of important plot values.
