The one chapter one episode thing anime adopted makes us feel like episode is slow. Because in fights they can add a few moves extra but in normal episodes they added reaction shots for everyone or close up shots. In this episode Boa coming down. General one piece chapters have a lot of content but there will be few in which we are told about few things. In such chapters padding can be seen a lot. It still wouldn't be that hard to overlook for few more arcs. I know of a future arc in which they dragged two panels of manga into two and half minutes in episode with face shots and close ups.
