I don't think so. It simply didn't bounce off him because it was "love bullet" instead of metal. If it were actual Haki like the arrows, it would have penetrated his skin. Instead, it spun him with force.

You will only see more people who have it in the series because the people who have Conquerors Haki are the type of people who lead. So they would be the people in the new world more.
