I think your confusing breaking in and being in impel down, Luffy broke in because he got in, but now he is in and having trouble, two different things. Even if they lock him up, he still would have broken it. Also when you saved by some event or person its a Plot Device not Plot Armor for the Mc. Plot Armor is when the Mc's own ability prevents them from injury. So the example would be Enel. Plot Devices unlike Plot Armor are necessary for the plot to keep moving and are used in all forms of media.

One Piece is just a difference kind of show, Oda told his story in a very grounded way. In this world going point A to point B can simply be a difficult task sometime the supporting characters like the Strawhat are come into handy and help the MC and this is not about going to each Islands but it can also mean going from upstair to downstair, The structure of One Piece played out like a chess and you will see it a lot that Luffy is not a king piece that can clear out the table in one go. He need bishops, knights, pawn and so on to do those thing and It will keep happening throughout the series, This is how Oda made a lot of supporting characters shine not just Luffy being strong.

That’s what oda’s trying to show us all along. That luffy needs his friends because he can’t do anything by himself and that is not plot armor. Oda could have avoided those situations but he still drew it because that’s what he wants us to recognize. You can’t do anything by yourself, and that what separates one piece to other series where they just ascend to the next level everytime they are in trouble. Sometimes it become an ass pull.

Luffy has had some plot armor moments for sure but the story has made it fairly obvious from early on that he is hopeless on his own. Most of the times he gets saved is due to people helping him. Idk if that speaks more to plot armor or Oda just remaining true to what Luffy's character is

i wouldnt call it plot armor, i think its just that "being lucky" it self is part of luffy's character, much like buggy. He's just a human after all, and he ain't strong yet, so yea to get passed hard stuff like kizaru and getting in impel down he does need some luck, same thing happened when he fought crocodile, crocodile was way stronger than him but he underestimated luffy, luffy was lucky because robin saved and then ofc strong enough to get the job done, but he still wasn't as strong as crocodile and he still isn't strong enough to be recognized as a "great pirate", what im trynna say is, something lucky moments are just for gags and most of the time it makes sense, but some other lucky moments are to prove exactly that he isn't strong yet

Like luffy deosn't have a power up to fall onto if he isn't strong enough, so the stakes are higher and even tho he doesn't h with I naruto I was always "he should just go nine tails and he'll be fine"
