His outfit, introduction, and skills (a doctor leading a group of sexually-liberated social outcasts) all seem to be based on Dr. Frank-N-Furter, the mad scientist from the horror comedy musical Rocky Horror Picture Show. (Probably NSFW, unless your W is real cool with gay cabaret): https://youtu.be/bc80tFJpTuo His large head, however, is based on Norio Imamura--a famous cross-dressing actor in Japan. As the legend goes, when Imamura heard there was a manga character based on him, he reached out to Oda and asked to provide the voice in the anime. He played Ivankov from episodes 438-460, when he was arrested for posting naked pictures of himself on his blog to showcase his full-body tattoos. He was convicted of charges similar to indecent exposure, served about a month in prison, and paid a roughly $6000 fine. Toei animation replaced him with another actor, Mitsuo Iwata, making him the only character to have changed voice actors for reasons besides death or maternity leave.
