I can agree on garp a little bit at the same time I’m not an idiot I know there’s a deeper reason especially with what has been revealed in the manga with that valley incident they never explained why completely he did what he did

Issho didn't want to file a report and instead spread the news himself because he knows how the World Government would try to cover it up to just blame it all on the pirates and shift blame. It's not just an apology to Dressrosa, but an apology to the world and also him kind of forcing the World Government's hand to course correcting. If not for the horrifying scenes coming out of Dressrosa and his apology spreading across the world, it's unlikely the World Government would have any incentive to do things differently. Issho's goal is abolishing the Seven Warlord system and this is the perfect way to get the ball rolling.
