So he asked her if King Robert had any bastard children after he got bored with his mom, because normally bastard kids have the least claim to the throne, but they would have more claim than Joffry if Joffry isn't even Robert's son. So Joffry seems to be ordering the execution of all Robert's bastard kids just in case he really isn't Robert's son. His line "it's not a claim, the throne is mine" is how he views his position. He doesn't even want the throne by name anyway. In his words, he wants to be a "conqueror" and ensure that he owns the throne no matter what. By force if necessary
