to answer your question cheers stems from a time where people would hit their glasses together in order to spill some of my drink into yours so that we would confirm that we have not posioned each other, an odd trust ritual that people used to establish trust, so yeah its not really rude to not drink after cheering it just defeats the original purpose. old customs die slowly, same thing with a hand shake made to check if people had blades up their sleeves would grip the forearm not the hand when shaking.
