Maybe the judge/the vinsmokes said that they would kill zeff themselves but as far as I remember big mom got the info about zeff and gave it to the vinsmokes so they could real Sanji if he didn’t want to cooperate. That’s why it is a much bigger threat if the Big Mom pirates where the ones to go after Zeff themselves, not the Vinsmokes or Germa.
