Togashi (author) is definitely stressing that when given a chance, Meruem could've been the most benevolent being you'd see. In fact, he'd be better than most of modern world's leaders lol.

As the narrator said in the past 2 episodes, humans have a cruel side to them that goes beyond the rest of nature too. Meruem didn't "become human". He took the best parts of it and values this new development introspectively. He's better than a regular human and more like an enlightened saint hours before his death lol.
