Think of it like Magelans Poison or Mr.3 Wax fruit, where they generate the namesake of their fruit freely from their body and are still Paramecia. The rest will be more clear later on, cant spoil.

I guess he forgot that Logia's are naturally occurring forces of nature. Kat's DF is a Logia in all but name because it doesn't meet that one criteria of being a natural element. But ability wise, it does what a Logia does.
